The Commission also considered changes for a proposed Dutch Bros too be placed at 832 Green Springs Highway, recommending approval of a reduced landscape buffer, but voting 4 to 2 against allowing full access for traffic to flow to and from Raleigh Avenue. Details
215 West Valley Avenue Property Subdivision; The property will be divided into two lots, with plans for a small restaurant with a drive-through on the new rear lot. The restaurant plans were not part of this review and will require separate approval, and existing sign issues on the property must be corrected before future development permits move forward. Approved.
832 Green Springs Highway Buffer Requirement; The property owner requested reducing an existing roughly 20-foot landscape buffer along Raleigh Avenue to the 10-foot buffer required under the property's current zoning. The change would bring the property in line with the current Green Springs zoning requirements, although nearby residents raised concerns about additional noise, light and traffic being closer to the neighborhood. Approved.
832 Green Springs Highway Raleigh Avenue Access; A proposed Dutch Bros coffee shop requested changing the Raleigh Avenue driveway from right-in/right-out access to full access, allowing vehicles to turn left when entering or leaving the property. A traffic study found little change to overall traffic conditions, but concerns were raised about congestion, pedestrian safety, school traffic and drivers making risky left turns while waiting to exit. The Planning Commission gave the change an unfavorable recommendation, 2-4. This request goes to the City Council for the final decision.
117 Morris Boulevard Property Resurvey; Two residential properties will split a previously vacated 20-foot alley, adding 10 feet to each adjoining lot. The former alley area will remain available as a utility easement even though it becomes part of the two properties. Approved.
