How the Program Works

Clean Water Through Local Action

The Clean Water Act was passed in 1972 to protect rivers, streams and lakes from pollution. The EPA later expanded the National Pollutant Discharge Elimination System to include municipal separate storm sewer systems. Alabama’s first MS4 permits were issued in 1996, and the Alabama Department of Environmental Management administers those permits.
