Details
Fiscal Year 2025 Audit; The city’s financial statements fairly present its financial position. The city’s net position fell by about $935,000, partly reflecting a $5.8 million payment toward the I-65 and Lakeshore Drive interchange project. The auditor also explained that a change in accounting rules added about $2 million in expected sick leave costs to the city’s reported liabilities. Discussion Only.

Employee Spending and Reimbursement System; Proposed a system that would check receipts against city policies, speed up employee reimbursements, and provide tighter controls over city credit cards. 18th Street Parking Restrictions; Discussion surrounded removing an old restriction on parking in front of Oak Hill that could make room for about two or three cars to park, with 3 hour limits. Carried Over.
Financial Software; Proposed moving $90,000 to begin setting up OpenGov’s budgeting and financial software. Added to the Council Meeting.
300 Edgewood Boulevard Right-of-Way Request; The builder(s) asked to keep irrigation equipment already installed in the city right of way and to run a drainage pipe to the street gutter. Council raised concerns about work being completed before approval, and asked for the builder(s) to attend a later discussion. Carried Over.
302 Edgewood Boulevard Right-of-Way Request; Same as above. Carried Over.
Level 3 Communications Franchise; Reviewed a proposal to extend the company’s existing telecommunications franchise agreement. The proposal is scheduled for further consideration in October. Carried Over.
Excessive Growth at Four Properties; Set October 26 public hearings for properties at 1622 26th Avenue South, 1600 Berry Road, 304 Mecca Avenue, and 139 State Farm Parkway. The hearings would consider whether excessive growth at each property constitutes a public nuisance. Added to the Council Meeting.

The City Council approved Homewood’s 2027 budget and plans for monthly financial reports. Council members also approved a new system to track city purchases and declared two fire damaged apartment buildings on 29th Court South unsafe.

1832 25th Court South Rezoning; The council approved rezoning a small western portion of the property to match the zoning of most of the lot. Approved.
Minor Vehicle Repair Definition; The council reviewed a proposed zoning definition for routine vehicle services performed entirely inside a building. The Planning and Zoning Commission recommended approval, and the council plans to vote on October 12. Discussion Only.
1556 & 1552 29th Court South Unsafe Structure; A fire damaged apartment building has been left open to the weather and may be at risk of collapse. The council found both to be a public nuisance and approved condemnation. Approved.
City Manager Evaluation Process; Approved procedures and a form for setting goals, reviewing the city manager’s performance, and providing feedback. This action established the process; it was not a performance evaluation. Approved.
Centennial Mural; The council approved a commemorative mural featuring Homewood imagery. The painting is now expected during Thanksgiving week in November, with opportunities for children to help paint assigned areas. Approved.
Chamber of Commerce Contract; The council authorized the city manager to sign a contract outlining the city’s partnership with the Chamber of Commerce for the new fiscal year. Members welcomed the Chamber’s presence in the building. Approved.
City Payment Vouchers; The council approved payment vouchers covering September 15 through September 28. Approved.
Humber and Dixon Avenue Speed Cushions; The council reviewed proposed speed cushions and related markings to address traffic concerns. Members said the request followed the city’s earlier traffic calming policy and asked for more public information before the planned October 12 vote. Discussion Only.
OpenGov Financial Software; The council approved moving $90,000 to pay fees for the financial software. Approved.
Fiscal Year 2027 Budget; The council adopted the city budget for October 1, 2026, through September 30, 2027. Approved.
