Capital planning requires the City Council to weigh immediate needs against long-term priorities. City leaders must consider which projects are most urgent, and how much the City can responsibly invest during a single year. Capital investments are different from everyday operating expenses. They generally pay for major equipment, construction and other major improvements or projects.
Police or fire vehicles, sidewalks, stormwater improvements and new technology can require significant investments, and they are expected to serve the community for many years. The City Council will take a closer look at those needs during the September 21 budget hearing. The proposed Fiscal Year 2027 budget includes approximately $8.85 million for capital investments.
Projects may use City revenue, money saved in reserves, grant funding or borrowed money. In some cases, several funding sources may work together. The proposed $8.85 million capital figure is not final. Projects and funding amounts may be added, removed, delayed or adjusted during the hearing process. Reviewing these funds together gives the Council and residents a clearer picture of what Homewood plans to invest in, why those projects are needed and how the City proposes to pay for them.
The Council plans to consider adoption of the FY27 budget on Monday, September 28. Fiscal Year 2027 begins October 1. All figures remain proposed and are subject to change until the City Council adopts the final budget.
