Passionate voices could be heard at the November 6th council meeting as representatives from various parts of the community, including other municipalities, stepped forward to share their perspectives on the fate of the rezoning of 1300 Columbiana Road from I-2 (Institutional District) to C-1 (Office Building District).
Second Presbyterian Church, who currently owns the property, told the council that their congregation has fallen to nine people and that they have merged with the Edgewood Presbyterian Church, also located in Homewood. They stated that they had limited options regarding the fate of their property and that the current offer to purchase it was the best plan available to them. The potential purchaser would need it to be rezoned to C-1 for their planned development of a one story medical office.

The property includes space rented by ABC Child Development Center, located directly behind the church. Beverly Seeley, owner of the ABC Child Development Center, emphasized the pressing need for affordable daycare facilities in Homewood, a sentiment shared with council members by many parents and working families in the area. The rezoning, in her view, would potentially eliminate their vital services that support many families, children, and working parents. Other residents raised concerns about the potential impact on the character of their neighborhood and the infrastructure, particularly regarding possible traffic issues with a new commercial development.
Throughout the public hearing, Alex Wyatt, city council president, made it clear that the council's only responsibility was to evaluate the rezoning request, rather than delve into what specific businesses or organizations might occupy the property in the future.
After listening to all of the comments and weighing the various concerns, the Second Presbyterian Church asked the city council to delay their vote so they could consider all that they had heard. The council agreed to carry it over to the next scheduled council meeting, Monday, November 27, 2023. This will not include another public hearing to allow for comments.
