    ARTICLE III. - BEAUTIFICATION BOARD

    Sec. 11-50. - Created. 


    The beautification board is hereby constituted and created as an agency or board of the city.

    Sec. 11-51. - Composition; appointments and terms of members. 


    The beautification board of the city shall consist of not fewer than ten (10) nor more than twenty-five (25) members, appointed by the mayor upon written recommendation of the board and confirmed by the governing body. The term of office of each of the members of the board shall be five (5) years from the date of appointment. The mayor at all times shall be a member of the board by virtue of such office. (Code 1970, § 2-30) 


    Sec. 11-52. - Duties; restrictions. 


    (a) The beautification board shall act in an advisory capacity to the mayor and appropriate council committees on public improvements in regard to the matters set out in this section. The board shall not have the right to sue or be sued or to have or to hold property, and all money or property accruing to it shall be vested in and belong to the city. 


    (b) The beautification board shall study, investigate, develop and propose plans for improving the health, sanitation, safety and cleanliness of the city by beautifying the streets, highways, alleys and other municipal properties. The board shall recommend such plans as it deems proper to the agencies of the city for the beautification of the city, and otherwise promote public interest in the general improvement of the appearance of the city.     Sec. 11-53. - Quorum; meetings. 


    One (1) more than one-half of the total number of the members then constituting the membership of the beautification board shall constitute a quorum for the conduct of any business at any meeting of the board. The board shall hold regular meetings. Special meetings may be called by the chairman upon five (5) days' written notice to the members, which notice shall be sufficient if mailed postage-prepaid to each member six (6) days prior to any such special meeting. Special meetings may also be held at any time upon written notice of waiver executed by each member of the board. (Code 1970, § 2-32) 


    Sec. 11-54. - Executive committee. 


    The executive committee shall be composed of the officers of the board and one (1) member of the board who is elected by the board to serve as finance chairman. The executive committee shall be empowered to make interim decisions on behalf of the board to carry out the programs and policies of the board. A quorum of the executive committee shall consist of three (3) members of whom one (1) must be a member at large. Decisions of the executive committee shall be reported in writing to the membership at large prior to the next regular meeting.
