Planning Commission December 2, 2025
The Planning Commission addressed items that included a pickleball court addition at Brookdale, a large two-part request from Homewood Community Church, and a Frisco Street re-survey. Most of the night centered on the church’s proposal, with neighbors raising concerns about traffic, construction access, buffers, lighting, and flooding; the applicant responded in detail, committed to no construction access on Columbiana, and the Commission sent both items to Council with favorable recommendations.

Details
Item AD251201, Brookdale Senior Living Pickleball Court: The senior living center asked to update its development plan so they can replace part of their parking lot with a pickleball court for their residents. The court will be near Lakeshore in the back, not by the creek, and will not have lighting. No one spoke against it. The commission approved it with a unanimous vote and sent it to the city council with a favorable recommendation.
Item RS251202A, Homewood Community Church Re-Survey at 813 Green Springs Highway: The church requested to separate the back portion of the property so they can buy it and later combine it with their existing parcel. This step simply splits the land to allow the sale. Neighbors raised concerns about traffic, safety, construction access, drainage, buffers, and light from the Edge development. The applicant said there will be no construction traffic on Columbiana Road and committed to required buffering. The planning commission approved the re-survey and sent it forward with a favorable recommendation.
Item AD251203, Homewood Community Church Amended Development Plan: The church presented its full site plan for a new sanctuary, education space, playground, and parking layout. Two driveways would serve the site, one from Carr Avenue and one from Green Springs, with no access on Columbiana. Neighbors again raised concerns about traffic, safety, noise, drainage, and tree buffers. The applicant explained the traffic study showed no major impacts and that stormwater will be engineered to meet all city requirements, and reaffirmed buffer commitments. The commission approved the amended development plan 8–0 and sent it to the city council with a favorable recommendation.
Item RS251204, Re-Survey of 905, 907, and 909 Frisco Street: The developer asked to combine three residential lots into two. Adjacent neighbors asked that deed restrictions and encumbrances remain tied to the property. Staff confirmed they will. The commission approved the re-survey with an 8–1 vote.
